WHO PROTECTED THE GROOMING GANGS AND THE REAL REASONS WHY?

Child after child told the truth about the rapes. Town after town, city after city, the men they named walked free while those whose job it was to protect the children reaped the rewards of failure.

Rotherham, Rochdale, Oldham, Telford, Birmingham, Bradford, Oxford and beyond. Thousands of identified rapists left to carry on abusing with impunity while the officials who covered for them were promoted. Police officers and council leaders decades apart, in different parts of the country, who never met each other, all making the same choice. They suppressed the reports, silenced the victims and promoted the perpetrators. In some cases, the police were active partners in the crimes.

Every time the men were caught we witnessed the same script.

• A few bad apples
• Lessons will be learned
• Failings have been identified
• Procedures have since been strengthened
• These were historical crimes
• Child abuse happens in every community

You have heard those words after every conviction, every review, every documentary, and they were never an apology. They were the next stage of the cover-up. Bad apples means nobody above them knew. Lessons learned means nobody will be charged. The same officials who suppressed the reports wrote the language that would excuse the suppression, and the same script has now run for thirty years because it works. Nobody has ever been prosecuted for a lesson learned. Nobody in their right mind attempts to legitimise the gang rape and trafficking of children through claiming it happens everywhere.

The uncomfortable truth is this was government policy, set from the top. The policy had many names across the decades. Race relations. Multiculturalism. Diversity. Community cohesion. Even Equality & Human Rights. The names changed but the doctrine never did. It ran through every police force, every council, every government department that touched these towns, and it held one thing above all. Racial tension was a greater threat than child rape.

So the ethnicity of the offenders must never be recorded, spoken of or reported. The men's communities had to be kept onside, because their votes were organised and their leaders had the ear of politicians and political parties. The girls were not victims but problems. Child prostitutes, making lifestyle choices, responsible for what was done to them.

The reports were suppressed to maintain community relations. The victims were silenced to avoid racism towards the communities of the men who raped them. The officers and social workers who pushed back were disciplined as racists. Officials were promoted for how well they managed the silence. And the men kept raping, because the doctrine protected them better than any of them could have protected themselves.

Eight years of evidence, now laid out start to finish, town by town, city by city, year by year, on how they operated with the state's protection for so long.

This is the real story of how the British state abandoned a generation of the most vulnerable girls in the country to organised, industrialised rape, then promoted and rewarded those who let it happen. The children were not just abused. They were sacrificed.

Starting tomorrow, I will show you how they did it, who ordered it and who profited from it. Where the evidence names names, I will print them. Where the documents prove who decided, I will show you the documents. And by the end, I will set out the prosecutions the evidence demands and the laws that will force them.

For eight years I have exposed how politicians, police and public bodies failed working class White girls who were systematically raped by Pakistani grooming gangs. Together, with the support of the people of Oldham, we forced the Government to concede a National Statutory Inquiry after years of resistance.

Now the harder fight begins.

Andy Burnham is no longer the Mayor of Greater Manchester. He is the Prime Minister. That does not place him beyond scrutiny. If anything, it makes scrutiny more important than ever.

As Mayor, Burnham commissioned a series of Assurance Reviews across Greater Manchester, including one in my hometown of Oldham. They were presented as a search for the truth. They were nothing of the sort. They were cover ups of cover ups that allowed those responsible to escape proper accountability.

Don't take my word for it. Even former Greater Manchester Police detective Maggie Oliver has described what happened in Oldham as 'nothing short of a cover up'.

Despite every effort to stop us, we forced a National Inquiry. Now Burnham and others are attempting to rewrite the history of what happened under their watch.
At present, the inquiry has made no commitment to examine Burnham's own role or the decisions taken during his time as Mayor. That must change before the Oldham investigations begin.

The pressure to protect a serving Prime Minister will be immense. The institutions that failed these girls will have every incentive to avoid putting the country's most powerful politician under oath. Much of the media will once again find reasons to look the other way.

That is why this campaign cannot slow down now.

• The resources to investigate, travel and expose institutional failure wherever it is found.
