THEY FOUND THEIR VOICE FOR MIRPUR. THEY LOST IT FOR MANCHESTER.

THEY WROTE TO PAKISTAN'S PRIME MINISTER ABOUT AN AIRPORT. WILL THEY WRITE TO HIM ABOUT RETURNING TO THE UK A POLITICIAN ACCUSED OF CHILD RAPE AND TRAFFICKING?

Twenty British parliamentarians asked the Prime Minister of Pakistan, Shehbaz Sharif, for an airport at Mirpur. A politician in Sharif's own party has failed to answer police bail in Manchester over the rape and trafficking of girls in council care. Not one of the twenty has asked Pakistan to send him back. Why?

THEY KNOW HOW TO REACH HIM

On 26 March 2025 a letter went out on the office letterhead of Mohammad Yasin, the Labour MP for Bedford. It was addressed to Shehbaz Sharif, the Prime Minister of Pakistan.

It complained that consecutive prime ministers of Pakistan had not delivered on the long-standing promise of an international airport at Mirpur. It said the nearest airport was over three hours away and that those journeys were genuine inhibitors to the Kashmiri diaspora travelling back to the region.

Twenty British parliamentarians signed it. Eighteen members of the Commons and two peers.

And two Liberal Democrat peers, Lord Qurban Hussain and Lord Mohammed of Tinsley.

So we have as a matter of public record that twenty members of the British Parliament know how to write to the Prime Minister of Pakistan.

WHAT THEY ASKED HIM FOR

A runway.

Eight of them had voted against a third runway at Heathrow in 2018. Yasin, Abrahams, Allin-Khan, Dhesi, Frith, Imran Hussain, Khan and Qureshi.

Robert Jenrick told Tahir Ali he was an MP for Birmingham, not Mirpur. Dan Jarvis, then Security Minister, put the reasonable version. Members of Parliament represent constituencies in this country, that should be their primary focus, and it does not stop them holding views on international matters.

Jarvis is right. Nobody has to accept that a British MP may not care about Mirpur. Many of their constituents have family there. The Mirpuri migration to Britain began in the 1950s and the ties are as real as their cultural practice of marrying their first cousins and the consequences such a practice brings on the NHS.

They can care about Mirpur and their bloc vote if they wish, and they have put their names to a demand on a foreign head of government to prove it.

THEY HAVE INTERVENED IN PAKISTAN BEFORE

Afzal Khan publishes a page on his own website titled My Contributions Regarding Palestine and Israel. A co-signed letter demanding the withdrawal of arms sales to Israel. A letter to the Foreign Secretary on sanctions. A parliamentary motion on the International Court of Justice ruling and Britain's duties under the Genocide Convention. Meetings with the Palestinian Ambassador and with Amnesty International.

And a coffee morning in Rusholme, to discuss his work on Palestine with his constituents.

In November 2023 Khan was one of eight shadow ministers who resigned from the Labour front bench to vote for a ceasefire in Gaza against Keir Starmer's instruction. He gave up office over it. In May this year he pressed the Foreign Secretary in the Commons on when Britain would impose a full arms embargo, telling the House that strong words without action ring hollow.

Debbie Abrahams chaired the all-party parliamentary group on Kashmir from 2018. She flew to Islamabad, held a joint press conference with Pakistan's foreign minister, and was refused entry to India when she landed in Delhi. Imran Hussain has led the group more recently, writing to a Foreign Office minister about conditions in Pakistan-administered Kashmir.

These are not people who lack access, energy, or willingness to spend political capital on a cause four thousand miles from their constituencies.

We got this far because ordinary people refused to stay silent to an atrocity. And be in no doubt that what took place is an atrocity.

THE MAN WHO WON MIRPUR

Chaudhry Rukhsar Ahmed was arrested at Manchester Airport on 18 July 2024 on suspicion of rape and of trafficking children in care. Two women told Greater Manchester Police that he raped and trafficked them when they were young girls in Rusholme in the early 1990s, when they were in the care of the local authority. The wider investigation carries allegations from several women about the sexual abuse of children in care homes in the same years.

He spent two years on pre-charge bail and was never charged.

Parliament has tried repeatedly to put limits and oversight around long pre-charge bail. The Policing and Crime Act 2017 imposed an initial limit of 28 days after years of complaint that suspects were being left in limbo. The Police, Crime, Sentencing and Courts Act 2022 reset that initial period to three months, with an inspector required to reach six and a superintendent to reach nine. Beyond nine months the force must apply to a magistrates' court.

The Home Office publishes the figures. In the year ending March 2025, across 39 forces, 304,702 pre-charge bails concluded. Fifty-three per cent lasted three months or less. Nineteen per cent ran beyond six months. Six per cent ran beyond a year. Just 5,078, under two per cent, lasted longer than eighteen months.

Sexual offences take longer and the Home Office says so. Eleven per cent of bails for sexual offences ran beyond twelve months, against six per cent across all offences. Close to nine in ten still conclude inside a year.

Ahmed was on pre-charge bail for twenty-four months.

Last month he failed to answer that bail. Too unwell to fly, the force was told. In the same weeks he was photographed campaigning in Mirpur, and on polling day he took the LA-4 Mirpur-IV seat with 22,376 votes.

He stood for Pakistan Muslim League-Nawaz.

That is Shehbaz Sharif's party. The same Prime Minister those twenty parliamentarians wrote to about the airport now has a party colleague in the Azad Jammu and Kashmir Legislative Assembly who has not turned up at a police station in Manchester.

There is no general extradition treaty between the United Kingdom and Pakistan. Section 194 of the Extradition Act 2003 allows special arrangements in an individual case. Any attempt to secure Ahmed's return would require the cooperation of the Pakistani state, and Shehbaz Sharif heads that government.

RUSHOLME IS A CONSTITUENCY

It is a ward in Manchester Rusholme, alongside Ardwick, Fallowfield, Hulme, Moss Side and Whalley Range. Afzal Khan has represented that seat since the boundary change in 2024 and was MP for Manchester Gorton for seven years before it. Operation Edison, Greater Manchester Police's investigation into non-recent child sexual exploitation in Rusholme in the 1990s, was launched after a survivor disclosed abuse in south Manchester.

Afzal Khan held his coffee morning about Palestine in Rusholme. Two women say they were raped and trafficked in Rusholme.

In June 2025 Khan attended an event at the Royal Nawaab Pyramid, where he was filmed walking a red carpet beside Nazir Ahmed, convicted in January 2022 of the attempted rape of a young girl and the serious sexual assault of a boy, and later filmed seated next to him.

When the Sunday Times put it to him this April, Khan said he had been unaware Ahmed would attend, had no relationship with him, called the crimes sickening, and said he had briefly attended on the invitation of a local businessperson rather than the organisers. The paper then published video of the two of them together.

NOT ONE OF THEM HAS ASKED

The Guardian made this public on 5 August.

As of this morning, nothing on the public record shows that any of the twenty has asked Pakistan to ensure Chaudhry Rukhsar Ahmed returns to Manchester to answer bail.

No letter to Shehbaz Sharif.
No question to the Home Secretary about section 194.
No demand on Greater Manchester Police to explain why a man they arrested at an airport kept his passport for two years.

They were able to write to Shehbaz Sharif about a runway. Three letters would cover this.

Write them. Same signatories, same letterhead.

One. To the Prime Minister of Pakistan. Ask Shehbaz Sharif to ensure that a member of his own party returns to Manchester to answer police bail, so that two women who waited three decades can find out whether there will be a trial. They have his address. They used it in March last year.

Two. To the Home Secretary. Ask Shabana Mahmood whether Greater Manchester Police has made any request to the Home Office concerning Ahmed's return, and if it has not, ask her why she has not sought one. Section 194 of the Extradition Act is hers. Where there is no treaty, special arrangements in an individual case are the only route, and nobody but the Home Secretary can begin them.

Three. To the Chief Constable of Greater Manchester Police. Ask on how many occasions after 18 July 2024 Chaudhry Rukhsar Ahmed was re-bailed, and on how many of those occasions the force sought a condition requiring the surrender of his passport. The force applied for a travel restriction on the day of his arrest and a judge refused. The statutory guidance gave a custody officer the power to decide afresh every time he answered bail. Whether anyone ever used it is a matter of record, and the force holds that record.

Three letters. One afternoon's work between twenty of them.

If they will not do that, the people of the United Kingdom are entitled to know why the airport in Mirpur is worth twenty signatures and the rape and trafficking of British girls is not.
