Burnham's Rape Gang Cover Up Exposed
How a Review That Never Investigated A Cover-Up Was Used to Deny A Cover Up
The Terms of Reference for the Oldham Assurance Review define its task as reviewing practice "with particular reference to the concerns expressed in social media and elsewhere" that agencies were aware of abuse, failed to respond appropriately, and "subsequently covered up these failings."
It does not define cover-up. It records it as a concern expressed elsewhere.
When cover-up appears, it appears only in the phrase "allegations made on social media that the authorities covered up the threat of child sexual exploitation." The report does not define cover-up. It does not specify what conduct would meet that description for the purposes of the review.
Nowhere does the report state that it will investigate whether a cover-up occurred. It does not describe an examination of concealment, suppression of information, deliberate non-action, obstruction, or avoidance of scrutiny. It sets out no method for identifying or testing such conduct.
The report includes an explicit scope limitation. It states:
"There are several allegations made on social media that fall outside our terms of reference and are not therefore covered in this report."
Later, the report states:
"We have been provided with no evidence… to suggest that senior managers or councillors sought to cover up…"
That statement is issued alongside a restriction on the evidential base. The report records that its conclusions are limited to "the information provided to them by the interviewees and the documents provided to them."
How the Flawed Review Became a Weapon
What followed was not accidental. A review designed to avoid investigating cover-up was transformed into proof that no cover-up had occurred. The process unfolded in seven documented steps:
- The report presents cover-up as an allegation made on social media, not conduct to be investigated.
- The Terms of Reference exclude allegations that "fall outside our terms of reference and are not therefore covered in this report."
- The material considered is limited to information provided by the councils and police forces under allegation.
- Burnham's appointed reviewers then recorded "no evidence" within those limits.
- Burnham described his Assurance Review as "thorough" and "comprehensive," despite knowing these limitations restricted what could be examined.
- Those incriminated in the alleged cover-up then weaponised Burnham's findings to clear themselves and brand whistleblowers as conspiracy theorists promoting far-right narratives.
- The legacy media were then mobilised to shut down further inquiry by reporting the review's conclusions without examining its scope limitations, transforming a constrained process into definitive proof of innocence.
The review never authorised itself to ask whether a cover-up occurred. It framed cover-up as an allegation rather than conduct. It excluded categories of claims from scrutiny. It relied on constrained, provided material. From that limited record, it declared "no evidence."
That is not an investigation into cover-up. It is a review that avoided the question and then treated the lack of an answer as proof.
It was the cover up of the cover up.
